Abstract

The problem of terrorism has overcome the national boundaries of the modern stage and has received international character. Under globalization of world economic process the event of terrorism has become a real threat not only for individual countries and regions, but for the whole world Economy. Terrorist acts are negatively impacted on the sectors such as tourism, transport and insurance, reduces investment attractiveness in a number of regions. As a result of terrorist acts the uncertainty factor in the economyincreases, labor productivity and employment levelsdecrease, the stock market fluctuations emerge. The paper deals with socio-economic causes of terrorism, its origin and development, micro and macroeconomic indicators of terrorist behavior, in particular, the impact of education and income levels on motivation of terrorist behavior. There are analyzed the sources of funding for terrorism. The definitions of different models of financingare compared. The work has a special emphasis on the relationship between terrorism and economic well-being. More precisely, what are the consequences of terrorism for the developed and developing countries' economies. The impact of terrorism on investments, international trade and individual sectors is researched. Economic efficiency of terror and anti-terrorism activity is estimated. It is established that modern terrorism - this is the use of extraordinary violence (or threats of use) by marginal political groups by creating an atmosphere of fear and intimidation in society to achieve any political goal.

ტერორიზმის პრობლემამ თანამედროვე ეტაპზე გადალახა ეროვნული საზღვრები და საერთაშორისო ხასიათი მიიღო. მსოფლიო ეკონომიკური პროცესების გლობალიზაციის პირობებში ტერორიზმის მოვლენა გადაიქცა რეალურ საფრთხედ არა მარტო ცალკეული ქვეყნების და რეგიონებისთვის, არამედ მთლიანად მსოფლიო ეკონომიკისთვის. ტერორისტული აქტები ნეგატიურად აისახება ისეთ დარგებზე, როგორიცაა ტურიზმი, ტრანსპორტი და დაზღვევა, ამცირებს მთელი რიგი რეგიონების ინვესტიციურ მიმზიდველობას. ტერორისტული აქტების შედეგად ძლიერდება განუსაზრვრელობის ფაქტორი ეკონომიკაში, მცირდება შრომის მწარმოებლურობა და დასაქმების დონე, აღმოცენდება საფონდო ბაზრის რყევები. ნაშრომში განხილულია ტერორიზმის სოციალურ-ეკონომიკური მიზეზები, მისი წარმოშობა და განვითარება, ტერორისტული ქცევის მიკრო- და მაკროეკონომიკური ინდიკატორები, კერძოდ, განათლების და შემოსავლების დონის გავლენა ტერორისტული ქცევის მოტივაციაზე. გაანალიზებულია ტერორიზმის დაფინანსების წყაროები, შედარებულია დაფინასების სხვადასხვა მოდელის სფეციფიკა. ნაშრომში განსაკუთერბული აქცენტი გაკეთებულია ტერორიზმისა და ეკონომიკური კეთილდღეობის ურთიერთკავშირზე. კერძოდ, რა შედეგები მოაქვს ტერორიზმს განვითარებული და განვითარებადი ქვეყნების ეკონომიკებისთვის. გამოკვლეულია ტერორიზმის გავლენა ინვესტიციებზე, საერთაშორისო ვაჭრობასა და ცალკეულ დარგებზე. შეფასებულია ტერორისა და ანტიტერორისტული საქმიანობის ეკონომიკური ეფექტიანობა. დადგენილია, რომ თანამედროვე ტერორიზმი - ესაა ექსტრაორდინალური ძალმომრეობის გამოყენება (ან გამოყენების მუქარა) მარგინალური პოლიტიკური ჯგუფების მიერ საზოგადოებაში, შიშისა და დაშინების ატმოსფეროს შექმნის გზით, რაიმე პოლიტიკური მიზნის მისაღწევად.
