სოციალური დაზღვევის დაფინანსების გამოწვევები საქართველოში

Abstract

This paper deals with challenging social insurance funding in Georgia, for which statistical and theoretical material is used. The paper emphasizes the main challenges that the state must overcome, including the one The main issues of social insurance have been identified and solutions. Social insurance is considered as one of the important leverages to overcome poverty and this fact is confirmed by linear correlation of Karl Pirson The introduction of a new labor safety law and increasing the export of agribusiness was one of the most important factors in reducing poverty. It is also about emigration problem as one of the problematic factors of demographic growth. The cost of expenses incurred on each direction is estimated and their efficiency has been demonstrated in terms of handling expenditures on health care management which are ineffective and the organized system of the system is necessary to prevent unnecessary and ineffective spending. Also here is analyzed new pension system with two phillar, and its estimated as positive reform for country despite of some of its disadvantages.

მოცემულ ნაშრომში საუბარია სოციალური დაზღვევის დაფინანსების გამოწვევებზე საქართველოში, რისთვისაც გამოყენებულია როგორც სტატისტიკური ასევე თეორიული მასალა. ნაშრომში გამოიკვეთა სოციალური დაზღვევის ძირითად პრობლემები და გადაჭრის გზები.სოციალური დაზღვევა განხილულია როგორც ერთ-ერთი მნიშვნელოვანი ბერკეტი სიღარიბის დასაძლევად და ეს ფაქტი დამტკიცებულია პირსონის წრფივი კორელაციით. შრომითი უსაფრთხოების ახალი კანონის დამკვიდრება და ადგილობრივი აგროპროდუქტის ექსპორტის გაზრდა -გამოიკვეთა როგორც ერთ-ერთი მნიშვნელოვანი ფაქტორი სიღარიბის შესამცირებლად. ამასთანავე საუბარია რეპროდუქციულ ასაკში ემიგრაციის პრობლემაზე, როგორც დემოგრაფიული ზრდის ერთ-ერთ დამაბრკოლებელ ფაქტორზე. ნაშრომში სოციალური დაზღვევის თითოეულ მიმართულებაზე განხილულია გაწეული ხარჯები და შეფასებულია მათი ეფექტურობა, სადაც გამოიკვეთა ჯანდაცვის მიმართ გაწეული ხარჯების არაეფექტური მართვა და სისტემის ორგანიზებული სტრუქტურის საჭიროება რათა თავიდან ავიცილოთ უმიზნო და არაეფექტური ხარჯვა. ასევე ყურადღებაა გამახვილებულია ახალი დაგროვებითი პენსიის რეფორმაზე და მოცემულია დაგროვილი თანხის პროგნოზი,რომლის მიხედვითაც დადებითად არის შეფასებული ახალი რეფორმა მიუხედავად სავარაუდო მორალური რისკისა.
