The current reforms in the economic regulation of the business environment in Georgia

Abstract

The master thesis discusses the current reforms of economic regulation of the business environment in Georgia. The paper includes: title page, annotation, content, introductory part, main part and conclusions. The paper discusses three reforms of economic regulation: new lending regulations of the National Bank of Georgia, stringent labor safety regulations and the regulation of the energy market. I have discussed the essence of these regulations, their necessity and impact on the business sector. National Bank regulations have had a major impact on both the banking and non-banking segments. I have studied the impact of the reforms on non-bank financial institutions - microfinance organizations, currency exchange offices and lenders. I presented the current situation in Georgia in terms of labor safety and the results of the regulations in this area. Liberalization of the energy market will be a step forward for the development of the energy market in Georgia, which is why I presented in the paper the current situation in this sector and the reforms that have been carried out in recent years. The conclusions are presented at the end of the paper. They summarize the positive and negative results of these reforms.

სამაგისტრო ნაშრომში განხილულია ბიზნესგარემოს ეკონომიკური რეგულირების მიმდინარე რეფორმები საქართველოში. ნაშრომი მოიცავს: სატიტულო ფურცელს, ანოტაციას, შინაარსს, შესავალ ნაწილს, ძირითად ნაწილს და დასკვნებს. ნაშრომში განხილულია ეკონომიკური რეგულირების სამი რეფორმა: ეროვნული ბანკის რეგულაცია ფიზიკური პირების დაკრედიტების შესახებ, შრომითი უსაფრთხოების ნორმების გამკაცრება და ენერგეტიკის ბაზრის რეგულირება. განხილული მაქვს აღნიშნული რეგულაციების არსი, მათი აუცილებლობა და გავლენა ბიზნესექტორზე. ეროვნული ბანკის რეგულაციებმა დიდი გავლენა მოახდინა როგორც საბანკო, ასევე არასაბანკო სეგმენტზე. შევისწავლე გატარებული რეფორმების გავლენა არასაბანკო ფინანსურ ინსტიტუტებზე- მიკროსაფინანსო ორგანიზაციებზე, ვალუტის გადამცვლელ პუნქტებზე და სესხის გამცემ სუბიექტებზე. წარმოდგენილი მაქვს შრომითი უსაფრთხოების კუთხით საქართველოში არსებული მდგომარება და ამ სფეროში გატარებული რეგულაციების შედეგები. ენერგეტიკის ბაზრის ლიბერალიზაცია წინ გადადგმული ნაბიჯი იქნება საქართველოს ენერგო ბაზრის განვითარებისათვის, სწორედ ამიტომ, ნაშრომში წარმოვადგინე ამ სექტორში არსებული მდგომარეობა და ბოლო წლებში გატარებული რეფორმები. ნაშრომის ბოლოს წარმოდგენილია დასკვნები, სადაც შეჯამებულია აღნიშნული რეფორმების დადებითი და უარყოფითი შედეგები.
