The subject of this master's thesis is ”Evaluation of effectiveness of programs of State
Agency for Religious Issues”. The State Agency for Religious Affairs focuses on promoting
peaceful coexistence in a plural and secular environment. The issue is urgent, since the legal point
of view is not clearly defined in the specific direction that will facilitate secular governance, The
issue also contributes not only to the legal and non-semi-institutional environment that confronts
the principle of democracy, but also the risk of escalating conflicts that hinder the development
of a peaceful and secure environment. Evaluation of effectiveness of programs of State Agency for
Religious Issues conducted by E. Khetaguri will evaluate the necessity of its existence, how does it
correspond to the principles of secular governance and modern challenges of Georgia.
The research aims to analyzing the programs of the State Agency for Religious Issues and
assessing their effectiveness, due to the state challenges and on the other hand, the compliance
of the programs with the objectives of the Agency. The effectiveness of service delivery is still
important in the executive power of Georgia. The research will be studied by the Agency's
activities and results based on the theoretical framework.
