The success of any state or its particular institution at both central and local level depends on
the relationship between the governing bodies and the population. Ensuring citizen
participation and giving more powers to them promotes rapid development of democratic
processes.
The goal of the research is to determine the effectiveness of the forms of citizen participation in
the implementation process of local Self-government defined by Organic Law of Georgia "Local
Self-Government Code" on the basis of existing practice in Shida Kartli municipalities.
The task of the research is to determine the level of awareness of the population living in Shida
Kartli municipalities; to research of relevant documentation of representative and executive
bodies; to identify the different actors' opinions about the practice of citizen participation. Also,
to show which group and level of Arnstein's "A Ladder of Citizen Participation" corresponds to
the forms of citizen participation in Shida Kartli. As well, to determine basic social, political and
legal barriers and to create recommendations for increasing the effectiveness of participation.
