Abstract
The Parliament of Georgia has already begun to discuss electoral system reform, which does not have one established position. The issue of electoral system has become a referendum for the Georgian elections, because before every election the opposition does not like the electoral system of the government and indicates the possibility of manipulating it.
In the Georgian electoral system is the problem’s issue which so-called "election of weight". The problem that implies that different districts, whose population is sharply different, still have two equal members, each one has a deputy in the Parliament of Georgia. The fact that majoritarian system should connect people and deputies, isn’t true for Georgia. On the contrary, it separates them and make distance between them. Georgians sometimes even call their deputies feudal lords.
The manipulation of electoral systems can be traced to the fact that often political parties who receive certain support from the people, They receive differing from the percentages number of deputies in the legislative structure. As a rule, the government has more deputies than the percentage received, and the opposition received less, which cause further problems such as the lack of accountability by the government, the non-competitive political field and the unstable multi-party system, which in turn ultimately threatens the implementation of representative democracy.
