Local self-governance is based on the participation of the local population in solving the issues of local importance and it can be considered as a kind of "treaty" between the people and the authorities in which the bilateral rights and obligations are defined.
Local self-governance, as one of the elements of state management system, has a significant function in regulating public life.
The main and most difficult task is to identify local problems, which is obvious to require close cooperation with the population. Local self-governing bodies should have the ability to listen to the population and the possibility of considering their demands. The most important in this process is the balance between the needs of the population and the existing resources.
Promotion of sustainable development is the main function of local self-government. The concept of sustainable development implies a form of economic growth that ensures public well being short, medium and long term. It is based on the principle that today's demands must be satisfied so as not to threaten future generations. Sustainable development means creating conditions for long-term economic development, taking into consideration environmental issues.
