ბილისის მერის არჩევნები: 2010, 2014 და 2017 წლების არჩევნებში გამარჯვებული კანდიდატების წინასაარჩევნო პროგრამების თვისებრივი ანალიზი

The aim of this research is to determine how the problem’s actuality is reflected in the preelection

program on priority issues. The survey was conducted in Tbilisi with political counseling
and marketing experts, as well as with the persons involved in the elaboration of the electoral
program of the Tbilisi mayoral candidate, one of the co-workers of the Georgian Dream
Communications Center and former Tbilisi Mayor.
There was used qualitative research methodology, during the research: content analysis ( of
secondary sources) based on which, I analyzed election programs, of wining mayors. At the same
time I used in-depth interviews and by this way I tried define how much is dependent on the preelection
program,
degree
of
priority,
the problem
of
the size
of
the society.

In this research was revealed, independent variable- problems actuality and depended
variable – problems priority in candidat’s pre-electoral program. Based on the research, a
hypothesis has been confirmed: as greater the actuality of problem is, it is most important priority
is the issue in the pre-election program of the candidate.
