Abstract
In 2012, an important event occurred in the history of Georgia. The main legislative body
of the Parliament of Georgia changed its location and moved to the new building in Kutaisi, 230
kilometers away from the capital. In January 2019, the parliament was relocated again, now back
to Tbilisi. The initiator of the transfer of parliament to Kutaisi, was the political party the “United
National Movement”, which was in power until the parliamentary elections in 2012. The
decision of returning back of the parliament to Tbilisi was received by the party "Georgian
Dream", which was the governing party. Due to its great importance, the issue has not lost its
actuality. Georgians often ask questions regarding the parliament: What was behind the decision
of moving the parliament back to Tbilisi? What will happen to the building of Kutaisi parliament?
Were large sums of public funds spent in vain or not? What was the damage caused to Kutaisi as
the Parliament was moved back to Tbilisi? This master's thesis intends to answer these questions.
The withdrawal of the Parliament in west Georgia and then returned to Tbilisi has left
some traces on state development of Kutaisi. The purpose of the work is to determine the impact
of the status of the parliamentary capital on the city's development, on the example of Kutaisi,
which is based on the review and analysis of the conducted research and existed literature about
this issue. Transfer of Parliament to Kutaisi has created positive expectations in the local
population, in terms of improvement of welfare. They had the prospect of development and
progress. However, development is a difficult and long process, and Parliament’s short-term work
in Kutaisi has not been enough.
The task of the work is to determine what goals were to serve to transfer of the parliament
from the administrative capital and to return it back in a few years, how this event has influenced
Kutaisi's infrastructure and economic development, local population and the political life of
Georgia in general. The paper also discusses Parliament building of Kutaisi as a monument of
political architecture and its current function.
