Abstract
General Education is a constitutional right for the Georgian citizens and the government finances it. Today, the system faces serious challenges, including the problems about quality and equity. According to both national and international research, schools are unable to develop in students the so-called life/soft skills or in other words – key competencies. With that, they are unable to fulfill the main national goals of general education.
Arguably, teachers play the most important role in general education development. Unfortunately, neither their competencies nor qualification is of the desired standards. Besides, the profession is not valued and recognized. In order for that to be changed, it is important that teacher subject associations are strong and effectively engaged in policy formation processes.
