Abstract
The main goal of the paper is to explain why the foreign policy of the Latin American region and
organization of CELAC does not change in relation to the United States, after right-wing forces
pursuing a pro-American policy came to the power in the leading countries of the region.
There seems to be a scarcity of resources with regard to the research issues in the western academic
literature. Henceforth, this paper will provide considerable contribution to the interested public to
understand the peculiarities of the region's foreign policy and the foreign policy of the Latin
American region towards the United States.
Research question is the following - why there was no change in the foreign policy of CELAC and
Latin American region toward the United States, after having come the pro-American forces to the
power in the leading member states, in Argentina, Brazil and Peru.
The hypothesis is the following - foreign policy and decisions of CELAC are made collectively, and
in the process of collective decision-making, the member states take into account not an individual
but a collective background and states in which the pro-American forces came to the power, in
Argentina, Brazil and Peru, do not want to go against the majority, in order not to harm the
collective background, because of anti-American sentiments in the region which are still
maintained.
To explain the hypothesis of the work, I will use an analytical model of international relations -
"Groupthink", which provides an interesting theoretical framework on decision making procedures
and characteristic features.
