Abstract
The world constantly changes, so does the higher education and its international dimension. Together with the increase in its importance, the higher education is becoming more difficult as well. The aim of the present study is to research the relationship between internationalization policy and quality assurance mechanisms in higher education institutions in the third stage of higher education.
The urgency of the topic was conditioned by the new requirements in the educational space, which include getting closer to the international standards, improving the quality of teaching and research, turning research into a unified scientific space, etc. Recently, the issue of internationalization of teaching and research has become more and more relevant. Georgia, naturally, cannot ignore the news or challenges that are taking place globally. Among the numerous topics important for higher education, the issues I have selected for the research are the quality assurance and the internationalization of education at the doctoral level. If Georgian higher education institutions use this proposed model in the evaluation of internationalization, it would make the important and diverse process of internationalization more systematic, there would be an in-depth understanding of the term and the chaos of the process would be minimized. When the input, process, implementation, methods, means, and expected outcomes, or outputs, are precisely defined, it is systematically possible for universities to see how effectively they are performing the process, or to see shortcomings and to correct them effectively.
Georgia is a former Soviet republic with specific socio-political and socio-economic characteristics, including an education system. The main strategic goal for Georgia - to join the Euro-Atlantic structures - is still only a future perspective, despite the tireless work in all areas of public life to achieve the goal. In the education space of our country, it is common to bring reforms directly, without understanding the local context, which, unfortunately, complicates the deliberate conduct of the internationalization process, is only a formality and calls into iii question the objectivity and efficiency of the process. Based on the above, the study of the relationship between internationalization and quality assurance in the third level of higher education in Georgia and the presentation of relevant recommendations based on the research (in the form of internationalization evaluation scheme) is crucial for the further improvement of higher education and international recognition in our country. Internationaliz ation at the doctoral level is more of a dialogue between cultures, the integration of the university into the world's higher, global educational space, the involvement in international and university networks, and without this process it is impossible to fulfill the mission of a university.
