Abstract
The topic of the Master's Thesis is “Poor Time Management in Public Sector”,
which describes the major problems of time management and distribution in organizations. The
issue on the example of Georgia is one of the most remarkable, which is justified by theoretical
and practical materials. According to the research, the disorderedly time grid has a negative
effect not only the personal mood but also is the prerequisite of low performance of work.
While writing the Master’s Thesis, my main objective was to identify the activity
of civil servants using the management of time in the public sector, establishing the
interconnection between time and management, as well as displaying hindering contradictions.
Consequently, based on the objective goal, the main tasks were set up and implied: to
investigate the current issues determining the working time planning-distribution process;
Study of time spent during work; reflecting key values while determining management.
As we know the effective distribution of time is related to a various factors and
requires the utmost rational use of the mentioned resources. It is interesting to know how it
works on motivation, stress and productivity, how correctly are formed the principles and how
it is reflected in the growth of work quality.
The purpose of the work is that it is an analysis of the obtained results and the
actuality of the issue, which indicates the unstable time management of our country in today's
public and private sector. Based on their comparison, we can judge about the differences in the
work process.
