The master's thesis deals with the provision of public services in pandemic conditions. In particular, ways to promote public administration reform, identify regulatory issues, and make recommendations for improving reforms.
The paper discusses the practice of providing public services in Georgia, the existing problems in the pandemic conditions and the activities needed to achieve it, discusses the standards related to public services. The paper also discusses the role of the State Services Agency and the importance of its services. Provision of distance learning by the state in the context of the coronavirus pandemic, challenges and recommendations. I am also considering the matter of improving the services available to the public for e-services.
The research methods used in the paper serve to eliminate the problems of e-service delivery, comparative research serves to develop recommendations, communication between the state and the citizen/legal entity is of great importance in the conditions of the coronavirus pandemic. Defining and responding to policies on this issue is a challenge. It is these challenges that I discuss in this master's thesis.
The final part of the paper discusses the quality assurance of public service delivery and policy implementation, as well as the introduction of new standards in practice.
The issue presented in the paper serves to discuss preparedness for challenges during the coronavirus pandemic, to make recommendations, to analyze problems and ways to solve them.
