The concept of a leader has undergone many changes with the development of mankind, which was closely connected with the political and economic shifts of the country, the cultural and social background of society was also a determining factor in the level of the leader. The functioning of the state is associated with the exercise of power. A leader is a person who exercises power and unites it in various systems of relations, where political leadership is presented as a social institution. In any type of social relationship, there is a certain relationship between the dominant and the subordinate. A leader is the person who has the most leverage to make an impact. This is to some extent a factor of interaction, in particular, how the personality of a leader and the rules of his behavior determine the life of society, and the value orientations of members of society affect the actions of the leader.
