Territorial arrangement of state belongs to the most important issues researched by the science of the constitutional law. Territorial arrangement of state implies correct demarcation of power between center and peripheries.
Generally, historically, the unified centralized state always had priority. After feudal separation, rapid movement towards the centralization was a progressive step. But in modern society the increase of the state role, imposed to it multiple task resolving of which could not be managed only by the central state.
Thus, the theory, as well as practice, pay special attention to liberation of the central authority from the duties, which may be performed by the local bodies. The local bodies manage local importance issues more effectively, because they represent the subjects, interested in the local problems.
Territorial arrangement is one of the most difficult issues of creation of Georgian state formation. Currently, there is an opportunity to define territorial arrangement independently. The major moment is that territorial distribution shall be in accordance with historical, geographic and social-economic condition of the country. By the noted approach, territorial division will be tuned with Georgian centuries aged experience and will resolve the existed tasks. Territorial arrangement model shall maximally promote the state goals and implementation of functions. Its main term must empower state unity as a result of achievement of harmony between general national and local interests, promote political economy and cultural revival.
