Abstract
The Master thesis – “Influence of political leader`s decisions and domestic context on the
formation of state`s foreign policy: president Barack Obama`s non-intervention policy in
Syria” studies US foreign policy particularities towards Syria conflict over the presidency of
Barack Obama. Analyzing state`s foreign policy is complex, in particular, when one intends
to study the foreign policy of such a great power as it is the Unites States of America.
International Relations theories look at the formation of foreign policy of states from
different perspectives. This dissertation examines Barack Obama`s foreign policy towards the
Syrian crisis (2013) in framework of the Neoclassical realism theory that underlines the
importance of individual, domestic and systemic levels of analysis and their potential
implication over the President Obama`s foreign political course concerning the Syrian war.
The thesis aims at answering the research question – what factors (personal decisions,
domestic context, international environment) determined President Obama`s nonintervention
policy in Syria? The answer to the above-mentioned question is introduced in
the following hypothesis – President Obama`s personal views and perceptions (“The Obama
Doctrine”, lessons-learned from Libya) as well as the domestic situation (Congress resistance,
public opinion opposition, economic and financial costs) determined Barack Obama`s handsoff
policy
towards
Syria.
It
means
that
systemic
level
of
analysis
(in
my
case
Russia
and
Iran)
not
always play
the decisive
role
in
forming
the foreign
policy
of
any
state.
