ევროკავშირის სამშვიდობო მისიების ეფექტიანობა: ლიბიის და კონგოს დემოკრატიული რესპუბლიკის ქეისები

Aim of the paper is to identify and analyze the factors which contribute in inefficiency of European Union
peace missions. The hypothesis of the work is that incoherence among EU member large states causes
their limited contribution in the peace missions which results ineffective operations. THeoretica
framework of the thesis is intergovernmetalism. Author argues that, in the sphare of security, states do
not tend to share their sovereignty. In order to answer the thesis question, author analyzes the cases of
Libya and Democratic Republic of Congo. Analysis shows that incoherence among EU members resulted
in not deployment of planned operation (Libya) and inefficient mission (DRC). Paper is concluded with
the examples of successful cases of EU missions in Somalia and Mali. Due to coherence at decision-making
level and active participation of the large EU states on the ground, these operations improved the situation
in the countries.
