Abstract
Master's thesis concerns the authorization standards and procedures of higher education
institutions, it examines the study of higher education institutions' attitudes towards the standards
of authorization procedures. In general speaking, authorization process is crucial for the functioning
of higher education institutions. Authorization is an external mechanism for promoting educational
quality development and the goal of the HEI is to satisfy the authentication standards. The
authorization standards and procedures of higher education institutions have been changed
according to the reforms implemented in 2017 year. HEIs now are rated according to the 7 standards
instead of 3. The new standards are relevant to the requirements of the European Education Area,
which are essential to be satisfied by the higher educational institutions. The difficulties caused by
changes in the abovementioned standards have raised and stated numerous challenges for higher
education institutions. The new standards have more depth, are much more perfected and
complexed, than the old ones. Accordingly, the condition of issue's actuality is demanded from
changing the authorization standards for higher education institution.
In this regard, we discussed the legislative regulations regarding authorization procedures,
we searched for surveys and found out that no one had ever made that kind of research. Moreover,
research on the analysis of the old and new standards of authorization of the higher education
institutions has not been conducted. As a result, this research is original and is pure
novelty.
