The surway was conducted within the scope of the Social work master’s summary work.
The issue of the survey was the Capacity reform in Georgia- challenges from the perspective of
social work. The participants were Respondents living in Tbilisi. In survey participated people
involved in this reform, sufforters and filed excperts.
From the literature review the following issues were identified: pecualarities of the
implementation of the reform and the challenges associated with the issue of the rights of the
supporting person. Inspit of the Committee of the Rights of Persons with Disabilites calls on
states to implement supportive mechanisms which will be directed to facilitate the free
expression and enforcement of the practice, the process is going through fault.
Qualitative research method was used to study these issues. From the results of the survey
were identified: The Capacity reform is a significant step forward in improving the rights of
persons with disabilities, however, there are a variety of challenges which is accompanied by
the reform: the issue of retraining supporters, social workers and other experts, less of
involvement of social workers in the process of monitoring the activity of a supporter, lack of
social services. The effective implementation of the reform is: increase the number of social
workers, equip them with appropriate knowledge and skills, strengthening supporters as
morally as well as psychologically, it’s important to provide them with various services.
