Business risk management issues in Georgia (On the example of fraudulent business risk)

Abstract

Business risk related to fraud threatens the existence of the organization. The paper discusses the main challenges related to fraud risk in Georgia, both in the public and private sectors, as well as examples of effective risk management in the Georgian reality. Recommendations of international organizations regarding risks and fraudulent business risks are discussed in relation to the research issue. A comparative analysis of the legislative bases of developed countries with the Georgian legislative base in terms of risk regulation, particularly fraudulent risk, is described. Fraud risk can harm both the organization and the overall image of the country in terms of investment attractiveness, the paper includes an interview with a government official on information security.

თაღლითობასთან დაკავშირებული ბიზნეს რისკი, საფრთხეს უქმნის ორგანიზაციის არსებობას. ნაშრომში განხილულია თაღლითურ რისკთან დაკავშირებული ძირითადი გამოწვევები საქართველოში, როგორც საჯარო აგრეთვე კერძო სექტორში, ასევე მოყვანილია რისკთან ეფექტური ბრძოლის მაგალითები ქართულ რეალობაში. საკვლევ საკითხთან დაკავშირებით განხილულია საერთაშორისო ორგანიზაციების რეკომენდაციები რისკებთან და თაღლითურ ბიზნეს რისკებთან მიმართებაში. აღწერილია განვითარებული ქვეყნების საკანონმდებლო ბაზების შედარებითი ანალიზი ქართულ საკანონმდებლო ბაზასთან რისკების კერძოდ კი თაღლითური რისკების რეგულირების კუთხით. თაღლითურმა რისკმა შესაძლებელია დააზარალოს, როგორც ორგანიზაცია აგრეთვე ზიანი მიაყენოს ზოგადად ქვეყნის იმიჯს ინვესტიციური მიმზიდველობის კუთხით, ნაშრომი მოიცავს ინტერვიუს სამთავრობო წარმომადგენელთან ინფორმაციულ დაცულობაზე.
