Abstract

The modern world lives in conditions of very large technological movements. The establishment of digital technological, information and communication services, especially the Internet, made it possible to search for / disseminate information on a global scale, which became the basis for economic and unprecedented global socio-political changes. Information in the modern world has become one of the main resources, and informative systems - an indispensable tool in all areas of practical activity. It became possible to link virtually all parts of the world and the development of rapid integrative processes. The introduction of e-government requires an understanding of organizational processes in a new way. To this end, an electronic program for the production of work was created, the main task of which was to replace paper documents with electronic documents and is an improvement in the process of production. On the basis of the software of the offices, a single database was created, the necessary procedures were improved, and the management activities of all organizations became effective. The system represents Web applications and corresponds to computers of any capacity. The master examined the functioning and protection of the information system, which was designed in a computer network, the security of critical infrastructure and cybersecurity issues. Legislative regulation is considered, which is mandatory for electronic transactions between state ministries, government and businesses, as well as for e-services of private and urban sectors. To develop the electronic control system, C #, the SQL database management system and the web programming language for the graphical interface CSS, HTML, PHP are used.

თანამედროვე მსოფლიო ცხოვრობს უდიდესი ტექნოლოგიური ძვრების პირობებში. ციფრული ტექნოლოგიების, საინფორმაციო და საკომუნიკაციო მომსახურების, განსაკუთრებით კი ინტერნეტის დანერგვამ, შესაძლებელი გახადა ინფორმაციის მოპოვება/გავრცელება მთელი პლანეტის მასშტაბით, რამაც დასაბამი მისცა უპრეცედენტო გლობალურ სოციო-პოლიტიკურ და ეკონომიკურ ცვლილებებს. ინფორმაცია თანამედროვე მსოფლიოში გახდა ერთ-ერთ ყველაზე მნიშვნელოვან რესურსი, საინფორმაციო სისტემები კი - აუცილებელ ინსტრუმენტი პრაქტიკულ საქმიანობის ყველა სფეროში. შესაძლებელი გახდა მსოფლიოს პრაქტიკულად ყველა კუთხის ურთიერთდაკავშირება და სწრაფი ინტეგრაციული პროცესების განვითარება. ელექტრონული მმართველობის დანერგვა ორგანიზაციული პროცესების ახლებურად გააზრებას მოითხოვს. ამ მიზნით საქმისწარმოების ელექტრონული პროგრამა შეიქმნა, რომლის მთავარ ამოცანას ქაღალდის დოკუმენტების ელექტრონულით ჩანაცვლება და ზოგადად საქმისწარმოების პროცესის გაუმჯობესება წარმოადგენს. კანცელარიის პროგრამული უზრუნველყოფის საფუძველზე შეიქმნა მონაცემთა ერთიანი ბაზა, დაიხვეწა საჭირო პროცედურები და ეფექტური გახდა როგორც თავად კანცელარიის, ასევე მთლიანად ორგანიზაციის მმართველობითი საქმიანობა. სისტემა წარმოადგებს ვებ აპლიკაციას და თავსებადია ნებისმიერი სიმძლავრის კომპიტერზე. განხილულია კომპიუტერულ ქსელში დაპროექტებული საინფორმაციო სისტემის ფუნქციონირების და დაცვის საკითხები. კრიტიკულად მნიშვნელოვანი ინფრასტრუქტურის უსაფრთხოება და კიბერუსაფრთხოების საკითხები. განხილულია საკანონდებლო რეგულაცია, რომელიც აუცილებელი წინაპირობაა ელექტრონული ტრანზაქციებისთვის სამთავრობო უწყებებს შორის, მთავრობასა და ბიზნესს შორის, ისევე როგორც კერძო და სამოქალაქო სექტორების ელექტრონული სერვისებისთვის. საბანკო სექტორის მართვის ელექრონული სიტემის შემუშავებისთვის გამოყენებულია C#, მონაცემთა ბაზების მართვის სისტემა SQL და გრაფიკული ინტერფეისისთის ვებ დაპროგრამების ენა CSS, HTML, PHP.
