საპენსიო სისტემა: არსებული გამოწვევები და განვითარების პერსპექტივები

Abstract

The Master's thesis discusses current challenges and development perspectives of the reform of pension system. This Master's thesis aims to determine the possibilities and opportunities for the formation and use of pension funds. The subject of the study of the Master's thesis is the importance of the establishment and development of the Georgian pension system in improving the socio-economic situation of the country. The objective of the research is the reform of the pension system and seeking the direction for increasing its efficiency. Pension reforms are essential for both underdeveloped and developed countries to implement an adequate pension system with modern challenges, which should ensure the reduction of pressure on public finances on the one hand, and on the other hand - the dignified old age of the population.

სამაგისტრო ნაშრომში განხილული გვაქვს საპენსიო სისტემის რეფორმის არსებული გამოწვევები და განვითარების პერსპექტივები. სამაგისტრო ნაშრომის კვლევის მიზანია განვსაზღვროთ საპენსიო ფონდების ფორმირებისა და გამოყენების შესაძლებლობები და პერსპექტივები. სამაგისტრო ნაშრომის კვლევის საგანია საქართველოს საპენსიო სისტემის ჩამოყალიბებისა და განვითარების მნიშვნელობა ქვეყნის სოციალურ-ეკონომიკური მდგომარეობის გაუმჯობესებაში. კვლევის ობიექტია საპენსიო სისტემის რეფორმა და ეფექტიანობის გაზრდის მიმართულების ძიება. საპენსიო რეფორმების გატარება აუცილებელია როგორც განვითარებადი, ასევე განვითარებული ქვეყნებისათვის, რათა მოხდეს თანამედროვე გამოწვევების ადეკვატური საპენსიო სისტემის დანერგვა, რომელმაც უნდა უზრუნველყოს, ერთი მხრივ, საჯარო ფინანსებზე არსებული წნეხის შემცირება, და მეორე მხრივ - მოსახლეობის ღირსეული სიბერე.
