საოკუპაციო ხაზთან არსებულ ადმინისტრაციულ ერთეულებში მცხოვრები მოქალაქეების უსაფრთხოების პრობლემა და მათი სოციალურ-ეკონომიკური მდგომარეობის შესწავლის საკითხები

The proposed research – “Security issues and the social-economic related bottlenecks faced by the local community members living in the administrative units near the occupation line on the example of Gori Municipality” -Addresses the main issues that are very relevant and priority in the socio-political life of our country.
The first chapter of the research includes the following key topics: (i) Identifying the challenges faced by the local community; (ii) Identifying the opportunities for support and further development of the social-economic conditions for locals; (iii) Desk studying of the effectiveness and efficiency of the state programs and action plan. Moreover, the following chapter is focusing on the key role of the local state authorities as an opportunity in regards with the ensuring safety and proper social-economic condition for the locals living nearby the border line.
As for the second chapter of the research, it clearly outlines the following topic: Illegal borderization process as well as the safety related risks and challenges for the local community members living nearby the border. In addition, this chapter express the mechanisms implemented by the Public Defender (Ombudsman) of Georgia in relation to the locals.
Based on the results of the topics discussed above, it should be outlined that increasing the role of the Government of Georgia (including particular actions) is vitally important to ensure the significant support to the local population on the way of development of their social-economic conditions. Since 2008, the borderization process have been occurring actively, therefore the local community living nearby the border has been constantly experiencing fear on the part of the occupying country. Besides the actions done by the Government of Georgia, part of the problems, facing by the locals, still need to be addressed. Based on the above mentioned, the proposed research is like a step to recognize the social-economic challenges at local level in depth and to find out the ways to address these challenges in an effective manner.
Based on the desk study and researches, done by me within the Master Research the specific conclusion recommendations are developed in regards with the identifying gaps and bottlenecks for further effective reactions, which are also closely resonated with the recommendations of the different international and national organizations developed for the Government of Georgia.
